with cleanpowersf, that is to reduce energy costs, create higher renewable energy sources for the citizens of this city, to reduce exposure to fuel cost volatility. you will recall cca started because of the bankruptcy of pg&e and the unreliability of certain transmission issues. we're at the end of the transmission of the power grid, was to increase reliability and improve environmental quality. so, what we're looking at asking and what we're asking for is a consultant or consultants to create a city-wide integrated clean energy and efficiency installation network. now, there's a number of components. the rfp has been attached to your packet. i wasn't going to go into all of those, but basically to tell you that the rfp -- runs parallel with the current program as devised with the shell, but it also asks for alternatives to the shell contract such as as you heard previously, what alternatives be they other power purchasers or sfpu staff itself. and it identifies financing and asks for an overall plan for implementation, both short term and long term. the critical issue, we've talked a lot

city, and san francisco clean energy advocates which is a coalition working to move forward cleanpowersf. so, it's really important after that presentation to focus on this issue of available money and bonding and how that relates to the s.f.p.u.c.'s quote-unquote financial crisis. first of all in 2002 when the law what passed in order to enable community choice aggregation, cleanpowersf, that was to be self-funding ~. so, the customer revenue stream that you bring in by bringing in hundreds of thousands of customers into this new program provides a brand-new revenue stream and also the revenue stream that you get from doing what lafco is about to do, which is design a local build out program which is going to bring in revenues over the long term. those are what build cleanpowersf. there is no connection whatsoever really, except for bond rating to the san francisco public utilities commission to bond for its own stand alone energy programs. that's totally different. so, the point is cleanpowersf is designed to be self-funding. it's designed not to cost rate payers, taxpayer

's the practice to in the energy market and sf. coming back to actions and options, i want to spend time on the new revenue source line there. and that gets us to looking at what are our opportunities. we've been talking through this presentation about commercial retail enterprise level paying customers. sort of how did we arrive at that. what this slide shows is four different types of sales. wholesale, clean power sf, large commercial retail. so, the top column. and it shows -- it walks through the price it sold for at the top line, the transmission and distribution costs that occurred. so, those are deducted from the sale rate to arrive at a gross margin. and then we factor in other costs, costs of hetchy power, for example, local build and repayment stream, and we arrive at a net margin we look at these different types of sales opportunities. so, if you have a kilowatt hour hetch hetchy power, where did you make the most sense to deliver from that power? it you can deliver from the wholesale market. on average we'd clear about a penny. you could deliver it to the klaxon power s.f. pr

reliability standards nationwide and within the west. they are an arm of the federal regulatory energy commission and they've gotten much more diligent and involved in how utilities, electric utilities operate their system. electric utility system are interconnected and a problem on one entity system can cascade into another's. with the reliability council, what they're trying to do is make sure that that cascading does not happen and all the systems individually are operated in a way to keep their problems within their own assets. and, so, in order to comply with new rules that are coming out to address those reliability concerns, we have included in our ten-year capital plan an increase of 32.4 million to address the needed improvements. so, again, we had anticipated almost 27 million, but with the changes in regulations it needs to increase by 32.4. unanticipated at that level. and as we face all of these challenges, we still have the ongoing obligations and responsibilities that the federal law and the city charter have placed on us to operate our hetch hetchy system responsibly to

just wanted to encourage the lafco in any energy endeavors that it goes forward with to definitely -- since he spoke today, you probably know that one of the recommendationses we made to you folks is to use department of environment staff as well. we've seen that they have been ready to go on program like cleanpowersf and doing other renewable energy projects and efficiency projects and their involvement will be key. along the same lines, in a little bit of a critical vein, it would be good to know what's going on with the climate action plan that was recently put out because originally it mentioned cleanpowersf, among other things, and now it's not the same. it would be good to find out when we're going to have a hearing on that and maybe in lafco if necessary. and then finally, one of the thing that will make it possible to fund the clean energy is to develop a public bank and we hadn't heard much about that. so, just wanted to get the status on that from chair avalos and perhaps staff. thanks. >> thank you very much. we will have a hearing on march 31st related to the climate pr

years ago because this project that we're doing was greatly energy jisz with the prospective of high speed rail. that prospect has been severely diminished. i think we have to do this to replace that energy although i think high speed rail is coming it may not come for 25 years that's the reality. the only way to proceed with our project is to somehow do something like that with this holistic thinking that can replace that kind of energy so i think not so much, you know, trying to preserve what we're doing but to incorporate. i think this is necessary for us. this is the kind of, you know, if you want to think in terms of you know of p-3 stuff and what - hydrahow are we going to be able to do phase 2 nothing rivals this with presenting a ponlt for being able to do that that has to be looked at holistically and i wish i luck and certainly that you can ranger for a clean blackboard and is we if we can't agree on what could happen and it's easy to bring up the politics we can't do this because of those people and those people don't like it. let's see if we can agree that on a plan of wh
